Note that Heinlein told the story of one attempt at a Patrol dictatorship in his story "The Long Watch," about the martyrdom of John Ezra Dahlquist, one of the Four saints of the Patrol. It was published in his collection The Green Hills of Earth, but I don't think it's really part of the Future History; Space Cadet, at any rate, certainly is not.
You're correct. Joseph T Major wrote a short paper "Robert A. Heinlein's Second Future History" (Heinlein Journal No. 4: 6-12. Jan 1999), tracing a common thread between seven short stories and six juvenile novels published by 1952 that don't quite fit the Lazarus Long timeline. Heinlein tied them together by city names, Rhysling's songs, and stages in colonization of Luna, Mars, and Ganymede; he mentioned some of this in Grumbles from the Grave, the letter dated 1946-10-25. A few details of their common history changed as he wrote, such as Dahlquist's first name, and the names on the Luna memorial (whose story is told in Gulf).
